Interwar Queenslanders on the western side still carry single-flush cisterns from decades back, while the newer dual-occupancy homes east of the station sometimes add a second loo. For mixers, cisterns and the rest of the tap and toilet plumbing work we do around Wooloowin, that page maps the lot, and parts-only jobs sit with toilet repairs.

Close-Coupled, Back-to-Wall and Wall-Hung Suites

Three suite types cover the market, split by how the maker joins the cistern to the pan:

  1. Close-coupled

the cistern bolts down onto the pan behind it, one joined unit.

  2. Back-to-wall

the pan sits flush against the wall, hiding the pipework behind it.

  3. Wall-hung

the pan rides on a steel frame inside the wall, with the cistern tucked away behind a flush plate.

A cistern swaps over on its own only when the replacement matches the old pan's fixing positions and connections. Pick a cistern that will not match, and both pan and cistern get replaced together.

S-Trap and P-Trap Pans Compared

Set-out is the measured location of a pan's waste outlet: down into the floor or out into the wall. A new pan couples straight onto the existing drain when its own outlet lands on that spot.

The outlet then gives you two choices. An S-trap pan drops its waste through the floor, while a P-trap pan sends it out through the wall behind. Miss the set-out, and either the drain gets altered or a pan gets picked whose outlet suits the position already there.

Who May Install a Toilet in Queensland

Toilet installation belongs to licensed plumbers in Queensland, and no home owner does it. The work then splits three ways:

  1. A loo that moves, or one where there was none

notifiable work. No council permit applies, and a Form 4 goes to the QBCC no later than ten business days after we finish.

  2. A straight like-for-like swap

minor work. A licensed plumber does it, with neither a permit nor a Form 4.

  3. Waste changes

extending, altering or removing sanitary plumbing on an existing building counts as notifiable too.

The QBCC audits those lodgements and treats a skipped Form 4 as an offence. The licence holder pays the lodgement fee and can pass that cost on to the owner with admin charges attached.

Not sure which class your job falls into? The QBCC questionnaire on notifiable work settles it.

Dual Flush, WELS Stars and Rental Limits

A dual flush toilet holds two volumes: a lighter half flush and a heavier full. Any suite fitted legally in Australia carries WaterMark certification, which is a precondition for registration under the Water Efficiency Labelling and Standards (WELS) scheme that scores each suite and prints its stars on the label.

New houses and townhouses take a dual flush toilet rated 4 stars or better, sole-occupancy units in multi-unit buildings likewise, and Business Queensland puts renovations outside that rule.

Rentals answer to a second test, and plenty of Wooloowin homes sit on the tenant side of it: the older Queenslanders on the Lutwyche Road side turn over leases often enough that owners here meet the water rules regularly. Before an owner charges a tenant for the whole water bill, the toilet has to be dual flush, holding no more than 6.5 litres for a full flush and 3.5 litres for a half.

The average matters as well. Worked across one full plus four half flushes, it caps at 4 litres, so the figures on the label decide whether a tenant can be charged at all.

Fail that test and the water bill splits differently: the owner or manager pays a reasonable share, and only where the property has its own meter and the lease says the tenant pays.

Like for Like or a New Toilet Position

The price turns on four things, and your fixed quote pins them down before anything starts:

  • the suite type on your shortlist
  • whether the new pan lands on the old set-out, or the waste line needs rerouting
  • whether the loo stays where it sits
  • how open the access is to the water and waste lines

Adding a loo where there was none, or shifting one along the wall, also brings the Form 4 lodgement fee on top. Once you approve the quote, the price holds: flat-rate pricing, no hidden fees.

Toilet Questions From Wooloowin Homes

Call (07) 3523 7172

What does a new toilet cost to install in Wooloowin?

Two things set most of the price: the suite type, and whether the new pan lands on the old drain or the waste needs rerouting. Your fixed quote confirms the final figure before we begin.

Can I install a toilet myself in Queensland?

No, the law gives toilet installation to licensed plumbers alone. Home owners may only renew the washer inside a drop valve, the washer inside a float valve, or a cistern's suction cup rubber, and even that work has to meet the standards.

Does replacing my Wooloowin toilet need a council permit?

No, replacing an existing toilet counts as minor work, and no council permit applies. A loo that moves or arrives brand new counts as notifiable work instead: still no permit, just a Form 4 lodged with the QBCC no later than ten business days after. Reworking the waste pipe is notifiable as well.

What WELS rating does a new toilet in Wooloowin need?

The 4-star dual flush minimum covers new houses, townhouses and the sole-occupancy units in apartment blocks, while renovations are exempt under Business Queensland's advice. Every suite fitted legally also carries WaterMark certification, the precondition for its registration under the WELS scheme.

Can I replace just the cistern on my toilet?

Yes, a cistern renews on its own where the new unit suits the pan staying put: same mounting points, same connections. Where the parts will not line up, the whole suite comes out instead.
